Start Process Link - add "Dialog" target

Long past due is the ability to open arbitrary processes in a Dialog (pop-up) to maintain simplicity and/or streamlining in relevant use cases. This functionality already exists in Record Actions, and needs to be copied over to the Start Process Link.
