Fix the "stickiness" of PhpMyAdmin personalized settings

Certain personalized settings within PhpMyAdmin (in particular, the "recent" and "favorites" table shortcuts, but perhaps other site-wide per-user settings) are very useful but get completely cleared every time the server is restarted for any reason (routine maintenance, upgrades, etc).

It would be enormously useful to me as a consistent O&M operator if these were able to be persistent on a more permanent basis.
