New "Document Actions" choices should be available when Read-Only

The "document actions" elements recently added to the File Upload Field now make it far more usable when pre-populated by an existing document, however when the field is marked "Disabled", even the "read only" style actions are no longer available (mainly "download" and "preview", which we would want to have available in many use cases even at times when the document should not be enabled for removal or renaming).
