[Deployments] Sync packages between environments

Would be useful if we were able to sync the packages across environments (the name + contents) so the package contents from the source environment could be redeployed rather than being forced to redeploy the one that was just imported.

For example, you have a dev, test, prod environment. You have a package in dev which you deploy to test. You want to make a change directly in test to an object before deploying to production because you are in the middle of a refactor in dev and you can't redeploy the package from there.
